List of regulated training in the Republic of Lithuania

Pursuant to paragraph e of Article 3(1) of Directive 2005/36 EC of the European Parliament and of the Council on the recognition of professional qualifications, regulated education and training is any training which is specifically geared to the pursuit of a given profession and which comprises a course or courses complemented, where appropriate, by professional training, or probationary or professional practice.

Study and training programmes in the Republic of Lithuania are entered in the State Register of Study and Training Programmes and Qualifications administered by the Ministry of Education and Science of the Republic of Lithuania. Pursuant to Article 12(5) and paragraph 10 of Article 22(2) of the Law on Vocational Education of the Republic of Lithuania, the Ministry of Education and Science approved the description of the preparation and validation of formal vocational training programmes by its Order No. V-232 of 23 March 2015, establishing procedure for the preparation, amendment, evaluation and validation of formal vocational training programmes designated for initial and continuing vocational training. The purpose of the vocational training programme is to provide professional and general competences provided for in the professional standard. The formal professional training programme consists of separate modules. Lithuanian I-V qualification level (corresponding to qualification levels of the European Qualifications Framework) modular training programmes can be developed on the basis of the modules according to the professional standard. In the Republic of Lithuania, the preparation or amendment of training programmes is arranged and methodological assistance is provided by the Qualifications and Vocational Education and Training Development Centre (hereinafter – the Centre). An approval of the preparation or amendment of the training programme or individual module is made by a respective sectoral professional committee. A decision on the preparation of training programmes is made by the Ministry of Education and Science of the Republic of Lithuania. The evaluation of the programme is arranged by the Centre. Director of the Centre presents a training programme having received a positive evaluation to the manager of studies, training programmes and qualifications for the registration thereof in accordance with Order No V-1913 of the Minister of Education and Science of the Republic of Lithuania of 29 October 2010 “On the Approval of the Description of the Procedure for Registering Objects of the Register of Studies, Training Programmes and Qualifications”. Information on all the registered modular training programmes and modules is published on the website of Open Information, Consultation and Guidance System (AIKOS) of the Ministry of Education and Science.

Pursuant to parts 1 and 3 of Article 42 of the Law on Higher Education and Research, the Ministry of Education and Science approved the description of the procedure of external evaluation and accreditation of study programmes by Order No V-1487 of the Minister (hereinafter – the Description). The Description governs goals and principles of the performance of external evaluation of study programmes already carried out or planned to be carried out, also, goals of accreditation and procedure for its performance as well as procedure of external evaluation of study programmes. Accreditation of study programmes is the procedure at the time whereof a state-authorized institution, namely, the Centre for Quality Assessment in Higher Education, acknowledges in the procedure prescribed by laws that a study programmes meets the set requirements. The Centre for Quality Assessment in Higher Education prepares, approves and publishes methodology for the preparation of self-analysis of study programmes, a list of external evaluation criteria, selection of evaluation experts and evaluation procedure upon the approval thereof by the Board of the Centre for Quality Assessment in Higher Education and coordination with the Ministry of Education and Science. The study programme is accredited if:

  • all documents have been presented and the scope of the study programme in credits meets requirements set by legislation (if the programme is in full-time and part-time forms, the scope of the study programme, modules and individual subjects is equal for both forms);
  • the awarded qualification is in line with the list of qualification degrees approved by Resolution No 1749 of the Government of the Republic of Lithuania of 23 December 2009;
  • the study area, field and branch (if any) whereto the study programme has been attributed is in line with the list of study areas and fields according to which studies take place at higher education institutions approved by Resolution No 1749 of the Government of the Republic of Lithuania of 23 December 2009.

Information on all accredited and registered study programmes is published on the website of Open Information, Consultation and Guidance System (AIKOS) of the Ministry of Education and Science.

In light of the above, regulated training in the Republic of Lithuania is training according to study and training programmes registered in the Open Information, Consultation and Guidance System (AIKOS).
